These same Gulf Coast States can then sue BP / Transocean an go to court
In the mean time these same Gulf Coast States can sieze and freeze any assets BP or Transocean have to fufill payment to the clean up contractors
Gulf Coast States only have to get serious and get to doing it an quit complaining if BP does a pitiful job
To expect any company to restore the environment as it once was before any disaster is simply a dream
The companies must be forced to do the right thing
